The Importance of Tax Breaks in Reorganization

In the U.S., about 76% of people who have health insurance available to them through their jobs, get it through their jobs. But in 1952 Congress put a tax break in the tax code that does not treat health insurance as income. Suddenly, you've reorganized the entire insurance industry around employers and getting it through your job. So we don't really know what's optimal when there's a government thumb on the scale. We're having a problem trying to figure out different ways of doing things because we don't have the imagination for anything anymore.
