Rainard: The key to understanding the insurgencies that emerge are looking at the groups that were ultimately excluded from that elite bargain. One of the first insurgencies becomes from Mukta the Suddhars, made the army. Another insurgency comes from the Sunni side because they didn't really have political representation other than the Ba'ath party which was now disbanded. So you have insurgencies coming from both sides by those who were primarily excluded from this new design.
