Tim Dean served as the chief of police in Sunray, Texas. He was arrested after his three-year-old daughter took a photo of him slapping her and sent it to New York Rangers. The department has just three officers; narcotics are their biggest problem. "Narcotics is a haven for small town America," Lieutenant Flood says.
