The New York Post is a right wing media outlet owned by the billionaire oligarch Rupert Murdoch. And this article was written by someone named Ralph Peters who was a US military officer involved in US military intelligence. He wanted to break up Iraq into Sunni Iran. Iraq and an Arab-Beshia state. Also wanted to create greater Jordan and create an Islamic sacred state in modern day Saudi Arabia. And also wanted to carve off Balochistan from part of Iran and Pakistan to create a new Balochistan which is another neo-conservative fantasy. This guy has a long history of pushing for these imperialist policies.
