Richard II - Is There a Committee?

Richard II was not considered to have been a man until he was well into his 30s, which is pretty vexing for Richard II. He thought that appealing to his majesty could sort of solve every problem in his reign. To establish his authority at the end of dinner parties, he would sit on a chair and just like intently stare at people until they bowed to him. And he would do this for hours.
