The Longshoreman's Union anticipating upcoming contract negotiations began an unofficial work slowdown. The result was that cargo ships were stacking up outside the port of Los Angeles, Long Beach, San Francisco and Oakland. "It looked like small cities on the sea just stretching out through the Catalina channel," he says.
