The Syrian Regime's Letter to the Security Council Is Not Operational

The UN has been the main operator of aid missions in northern Syria, but it's not the only aid organisation in the area. NGOs, funded privately, can and do operate in the region, but they do not currently have the capacity to fill the space created by an end to UN aid operations. It is quite difficult for many major donor governments to continue to provide assistance through local NGOs or even international NGOs. The need for aid is extremely urgent and donor fatigue is a growing problem. This latest development could serve as an opportunity.
