Can a T O Summit Fix the World's Problems?

Next week, leaders will gather in geneva for the big ministerial. One of the things they want to do is reach agreement that countries won't impose export restrictions on food. And india's backing all that based on a long standing disagreement over their own agricultural policies. You know, this is one of these things where virtually everybody else thinks it's a good idea and you've basically got one country standing in the way.
