There was undoubtedly an extraordinary complacency based on geographical distance. It wasn't simply the responsibility of government, i must say. Even when it was in italy, people going, will it come here? Rupert Beale: We're right to be relatively complasent about it now compared to two years ago. But it's important that we don't forget what a very serious illness it was at the beginning.
