DC Health's Home Rule Authority

The agency said that after a negotiated reopening, that there would be no additional penalties or fines. But then DC health went ahead and sought additional fines for the original infractions. This wasn't for any new conduct. This was going back to hit the the original acts of failing to to check the vaccine cards fail to require masking. And so we're currently challenging those those fines, but more particularly the authority under which they were brought.
