Baroness Louise Casey has released a landmark report on the Metropolitan Police. She says public consent is broken and officers can no longer presume they have people's permission to police them. But Sir Mark Rowley refuses to describe problem as institutional, blaming 'bad apples or toxic individuals' Instead he blames extraordinary powers that officers wield in the line of duty.
