Reform the Exclusion

Employers sponsored health insurance is sticky. A lot of people thought that the employers would be dropping coverage left and right. Our experience with obamacer has shown that employers and workers are not eager to drop health benefits. So even if we eliminate the tax preference that favors employer sponsored health insurance, it is not the case at all that all employers are going to stop offering health benefits.
