The Budget and the Debt Ceiling

The line thus far has been that Republicans need to release a full budget blueprint before the President will agree to sit down with Speaker McCarthy. That's pretty unlikely, at least in the short term, given Republican divisions over what should be in that budget. But if this proposal on the limit gets 218 votes and passes the House, it will increase Speaker McCarthy's leverage to ask for a vote. If it doesn't, President Biden can afford to stand pat and say, look, I can't negotiate with you because you don't have a position to negotiate on.
