The Role of Disdiscretion in Sports Games

The rules are civilization. That's that's how everything holds together. I agree with that but from your description, it sounds like discretion was built into the rules. How can you have like discretion in rules though? Like basically what's happening is you have now have flexible rules where it could be enforced or not enforced depending on a human decision. But there's a meta question here about should you have rules where there are human discretion?
