The State Has a Committing Interest in the Safety of the Execution
Errand i would say that the state has a compelling interest in making sure that the execution is safe enough, not zero risk of consequences. They do have some interest in safety, but it's just safe enough for it to work efficiently, effectively. You can do all these ings that satisfy this compelling governmental interest. But the compelling governmental interest cannot be zero risked, because then every single additional person other than the executioner himself is going to add to that non zero. That would be no, that would be no pastor in the execution chamber at all. And they were like, cool. We've got our answer then.
