The bell was intended for aerial exploration, even if the technology itself represents so much more potential. The fact that cramer was freed indicates that they must already have attained some degree of success or at least been very close to it. Since he was deemed so valuable, perhaps, if they had more time, they could sacrifice him and train up some new duty to take his place.
