The Importance of Port Facilities for Fishing Gear

Packing bands around bait boxes and stuff, those are clearly just dumped. They just tossed it over the side. That's actually in violation of a United Nations convention from 1973 that basically was looking to stop pollution from ships. You're not supposed to throw anything over the side from those packing bands to cooking oil that you fried your French fries in. Like nothing is supposed to go over the side except possibly fish and trails from cleaning fish.
