A T is a flap T when it comes between two vowels or diphthongs. The exception to that is the true T rule, which is stronger. If we're talking about beginning a stressed syllable, then it's not a flap T. In both of these words, the T sound is coming between two vowel but also starts a stressed syllables so it's a true T.
