The NTIA's Internal Process for Resolving Disagreements
When it doesn't get resolved at the NTIA level, the agency is running back to their offices and start running their own play. And that's a really bad system for getting to thoughtful solutions that solve whole-of-government problems. Once something goes through NTIA's internal process, if there's a disagreement, as John pointed out, it gets elevated to the White House. If you point out rightly, if your argument has to be put before the president, you've failed,. Because you should have been able to convince people at some stage of the game to reach a compromise or to see it your way.
