Germany's new government has met some promises, including aid to Ukraine. But especially for its toughest promise, overhauling the very rusted and neglected German army, they've really dithered so far. Germany is actually a difficult country to move because of its heavily loaded history or complex politics. So if any progress has happened, that is to be counted as a success.
