How to Keep the South in the Tent of the Russian Sanctions

The South did not remain loyal to the Empire, so the South is making noises and dropping. How are you going to get the money to throw around tons of money to keep buying everybody, whether in NATO or in the South, without financial repression? So there's a dance between throwing money around internationally and getting the general population under complete financial repression.
