The Arousal of the State in Buddhism
The Buddha talked about two sources of violence that the Buddha talked about so one was violence stemming from the human defilements. The other category is violence that arises from circumstance where someone is kind of pushed into a situation. A good example of this is like uh the chakavati suta and um this is a myth that the buddha tells to his listeners. It attributes the arousal of the state to the advent of private property which flows from greed arising in the mind of beings.
