The dis-info cloud was set up as a contract. Mark advisors ran it, Christina Nemar, who was an ex-state department,. They would file tickets for disinformation, and they would disseminate this through their clients. It originally started as a dot mill, dot gov operation, but then there was a Silicon Valley engagement initiative that was extended out to private companies.
