In the fifties and sixties, american cities all over the country built many highways. The effect was that these highways would just cut through these communities and destroy them. San francisco reacted by putting rules in place to make it easier for locals to defend their neighborhoods. One of those tools is something called discretionary review. It lets residents file a complaint and stop projects or at least force people to have a hearing about what they're doing.
