Is the Criminal a Social Enemy?

Criminality is no longer a harm done to an individual, but rather a threat or a damage done to the integrity of the social order that defines criminality. He contrasts it with actual just like infractions of the law and says that in the modern punitive system, there are plenty of things that might be like illegal or legal on the books, but they're not actually meant to be enforced all the time. The class character of the infraction matters too; he also introduces this category of illegalism.
