Kremlin has built this as a way in which it could shorten the chain of command, prepare for a new offensive and broaden its operations. But I suspect that actually this is a result of growing tensions between the professional army and their proxies. Chiefly, the Vargla group, which is headed by Yevgeny Prigajin, has claimed a number of recent battlefield successes. It's also becoming more blunt in its criticisms of the military men back in Moscow.
