Dicky's amendment led to congress basically defunding gun research. The irony is, towards the end of dicky's life, he actually said that was a mistake. I've gone back through it in my mind to say, what could we have done? And i know what we could have done. We could have kept the fund alive and just restricted the expenditure of dollars. It took a couple of more years to get those appropriations back.
