Is There a Monopoly in Android?

Since Android is most widely used in India, a lot of the innovation comes from the user side that we have seen. Indian users are themselves reacting to the possibility of being locked into a monopoly. I don't know if you will be locked into aopoly because you can't force OEMs to manditally use the new OS that the government is developing. So again, creating another thing just fragments all of the competition and doesn't really help to create a viable competitor.
