Is the Fertility Gap a Big Problem?

Fertility falls just below the replacement rate of two point one births per woman. Lee does admit an older society means paying for higher public spending on health and pensions. France has a relatively high fertility rate, at one point, eight birsths per woman. Could this be due to its subsidized child care, generous family benefits and the recognition of families in the tax system?
