France is the only nation in western europe that has a quasi independent foreign policy. The french would very much like to co operate with india, as long as it benefits them too. They have expressed a willingness to transfer jet engine technology to india and help the project make its logical conclusion. But in exchange for that, they will obviously want money, and not small amounts of money.
