CNN's John Sutter talks about the differences between attributing e crime and state line investigations. He says attribution is used for both but has different priaties depending on what type of threat you're talking about. One thing he doesn't like to use: inter structure ecause it overlaps with other threats, such as a quasar rat threat that we saw recently.
