Quantum physics implies everything that exists, even in atoms and sub atomic particles, has a form of consciousness. This would explain quantum entanglement effects also called spooky action at a distance by einstein. The link of that to consciousness is, again, very questionable. And i think what you're referring to is the fact that observation can look to a human being like it is an act of consciousness. But i would say it in no way that i'm aware of, implies that there's consciousness happening.
