You Don't Need to Use Important in Your Cascade Layer

Cascade layer creates an order similar to the way we have user agent user and developer, but it's something that you can control. You can basically say this widget coming in from a third party goes into my first declared layer. If they put an important in their cascade layer then just like user important is more important than author important. That's why you don't need to use important because if you just stick the craft or this third party widget, which is giving you craft into a cascade layer, whatever CSS you write will be more.
