Tornado.cache can be hosted on something called the interplanetary file system, which is a nice distributed sort of file system. The website you get when you use MetaMask controls which of the relayers you're going to use. This is not implemented in a smart contact. This is implemented in a website that tells you about how to go and pick this particular relay.
