Chapearl is the mother of laquin mac donald, who was fatally shot by a chicago police officer in 20 14. Chapearl wanted to get access to footage surrounding her son's death. She sought help from an organization called the invisible institute. The institute had played a key role in getting footage release from laquin macDonald's case.
