The Importance of Statics and Dynamics in Chess

Chess is a game of static and dynamic elements. Does it make sense for a low rated player to have an awareness level of these concepts? I wouldn't really say that an amateur player, especially the ambitious one can simply walk past by it or anything like that. It doesn't mean, however, that the topic is immediately irrelevant for anybody below this threshold. If you do not do a drop shot at a certain point of time, you might lose that point. So if statics and dynamics, they are applicable to every single amateur game, I think that this is a topic that's been researching at least a little.
