Lake mead and lake powell are at the lowest levels they've been since each was filled in the 19 thirties ind the 19 sixties. There's a real risk in the next few years of reaching what is called dead pool at the reservoirs. The west's famed joshua trees are already parched and dying. Century old habits and policies will have to change.
