Themes for Bootstrap 1.0

The biggest change to the config, well, for 1.0 is that in the config file now, everything that used to be at the top level that is design system related has been grouped under a new key called theme. And what we also did is took all the things that were in options and just made them top level because that's what the config file is now. But in the same namespace as options and modules. Exactly.
