The state itself was discriminatory. That kind of established a culture of this. And therefore, it seems to me that would be an argument for the state to come in and say, you can't do this. The inclusion of blacks in what i would call the sovereign mass was a grand reparate reparative moement. Short of really no stepping on the rights of a free people and going towards a bloated totalitarian state, there isn't anything more that we can demand of
