Shared Ownership - What's the Solution?

The problem is, every time we do coop or shared ownership legislation, we put it in a straight jacket. What we need is a framework that unleashes shared ownership on the economy as a creative force. Where capitalism, where investors fail to to solve a certain kind of problem. We don't want to unleash you in the economy.
