When employment and support allowance was added as a qualifying benefit, it was expected that you'd claim child tax credit when the children were born. That would now have to be universal credit, because child tax credit can't be claimed anor so was it deliberately left out? I hink so. There isn't a paper trail in the legislation that i canfind so far. But ithink it probably was deliberate, because the expectation was that you, as a low income parent, would want to claim for your children. So if allie did claim universal credit, or move to universal credit, she could get thi these vouchers,. Yes, she could. Ar, is this illegal discrimination
