If we are thinking about the state as a kind of organized crime syndicate, that it can be helpful to try and think about a more literal instance. You don't want to disrupt its authority because the thing that's going to take its power will be significantly worse. So even if anarchy was impossible, for example, I think this shouldn't lead to a kind of complacent basically positive view of existing government.
