While India has a closed fuel cycle in design it hasn't really happened all the way and the jury is still out on whether it will or should. If you end up using imported systems hypothetically then those would be based on lightly enriched uranium typically. Most of our domestic reactors right now are natural uranium in the can do or into cycle but they could use plutonium that's usable from uranium 238 fertile material which converts as a nuclear reaction to produce plutonium.
