The Republican Party's Credibility on the Lindsey Graham 15-Week Bill

On the legal right at least, as long as I've been in and around it, it's always been overturned. This is a federalism issue; this is where political accountability becomes important. So, if we can force our side to win for a little bit, do Republicans risk losing credibility on issues like that?
