Hamilton's elevation of himself to a position above just one among equals is I think from two things one the fact that Washington loves him. he'd been in France and he took some time in Monticello before he joined the New York but the other important thing to remember is that this is the very first cabinet so nothing there are no precedents for how this organization is supposed to behave. If say the Secretary of Commerce attempted to co-op leadership in the President Biden's cabinet we would find that very odd.
