The Scott Act and the Seattle Riots
The Scott Act was the exclusion law that specifically addressed Chinese who left the United States intending to return. This was the law that prevented them from getting back in. For several months, leading up to the actual Seattle riots, this ugly scene played out until the morning of February 7th, 1886. Many Chinese in 1884 and 85 had already left the scene, electing not to face what these remaining 350 or so fellow Chinese were now facing.
