In the early 80s, Alaska passes a law saying that all vessels have to be double hold. Exxon sues the state of Alaska saying that's an undue burden and they never promised to do that. So one by one, every single thing that they've promised goes away. By the time we get to the 1980s, they're just like going as fast as they can. It's really, it's a story of pressure from above and then pushing all of these little tiny risks higher and higher.
