Is Brexit a Symptom, Not a Cause?
There are already some Euro-Skeptics within the Conservative Party, but a wider body of Conservative MPs began to worry that UKIP might actually cost them their seats. It also has to be said that David Cameron himself was quite worried about the direction the EU was taking and wondered whether, in fact, the integration project was going to disadvantage Britain. So there were some, if you like, policy pressures, but it was mainly an internal Conservative Party matter exacerbated by the rise of UKIP.
