There was a very strong sense at the end of the Cold War, especially as an after it ended, that we had done something wrong and writing off the populations of Eastern Europe and Russia so thoroughly. And essentially holding populations hostage one thing we found out is, you know, ultimately, some regimes don't care if their populations get annihilated.
