What the President Should Say About China?

I'd like to get Neil's and HR's thoughts on what the president should say about China because it seems to me he has a balancing act. He has to talk tough giving the events of last week and this weekend but he also has to talk in an optimistic tone HR about diplomacy so how does he balance it tooYeah I think he just talks about the competition with the Chinese Communist Party and makes it clear that this form of aggression of a balloon fits into a much broader context of economic aggression sustained industrial espionage.
